The Educational Policies Committee was a select Blue Ribbon committee created by state statute to review and evaluate all aspects of the public educational system, pre-school through graduate school, with particular attention to governance and structure. As Director, responsible for organizing all aspects of Committee staffing and research programs including budgeting, managing the agency, developing the committee schedule and work program, outside fund-raising, report writing, legislative bill drafting, representing the committee before the Legislature and with the Governor's Office, the press, educational agencies and institutions, and the general public. In January, 1985, the committee completed its study and presented its report and recommendations to the governor, legislature, and general public. Those recommendations have had a strong influence on the state education system of Washington State. The committee reconvened in 1989 to review progress on its recommendations. The results are contained in the report, "The Paramount Duty Revisited."

[In 1985, the Council was statutorily re-designated as the Washington State Higher Education Coordinating Board in accord with the recommendations of the aforementioned study committee.] As Deputy, responsible for planning, coordination, program evaluation and approval, interstate reciprocity, program evaluation, and policy research on an extensive range of higher educational issues. Responsible for the review and approval of all public four-year institutions' proposals for new programs, and for the review of all existing graduate programs. Included service on Western Interstate Commission on Higher Education (WICHE), Education Commission of the States (ECS), and National Commission on Higher Education Management Systems (NCHEMS) advisory boards, committees, and task forces. Also served as Interim Agency Director responsible for all aspects of directing and administering the organization (Fall 1977 - Spring 1978 and Fall 1982).

During this period also occasionally served as adjunct professor teaching undergraduate and graduate courses in political science and public administration for The Evergreen State College, Olympia, Pacific Lutheran University, Tacoma, and the University of Puget Sound, Tacoma.
