The Educational Policies
Committee was a select Blue Ribbon committee created by
state statute to review and evaluate all aspects of the
public educational system, pre-school through graduate
school, with particular attention to governance and
structure. As Director, responsible for organizing all
aspects of Committee staffing and research programs
including budgeting, managing the agency, developing the
committee schedule and work program, outside fund-raising,
report writing, legislative bill drafting, representing the
committee before the Legislature and with the Governor's
Office, the press, educational agencies and institutions,
and the general public. In January, 1985, the committee
completed its study and presented its report and
recommendations to the governor, legislature, and general
public. Those recommendations have had a strong influence on
the state education system of Washington State. The
committee reconvened in 1989 to review progress on its
recommendations. The results are contained in the report,
"The Paramount Duty Revisited."

undergraduate and graduate courses in political science and
